"The Windows Installer Service Could Not Be Accessed”I know you have often seen this error while installing applications on your windows Operating system (Windows only), and sometime it hurts badly when you need to install a software badly and this errors occurs. Windows 7 is also not perfect and this error is also inherited along with some other errors as you know windows 7 is a mixture of Windows XP and Windows Vista so Microsoft fails to fix majority of errors which both Windows had. I had found a couple of solution to bypass the error of “The Windows Installer Service Could Not Be Accessed” in windows 7. What you need is to follow the instructions in both methods listed below
First Method

1. Goto Start Menu.
2. Click Run…
3. Type cmd and enter, Command Prompt will open in result
4. In Command Prompt enter the following commands
cd %windir%\system32 attrib -r -s -h dllcache ren msi.dll msi.old ren msiexec.exe msiexec.old ren msihnd.dll msihnd.old
5. Now, Download the latest Windows Installer here: Microsoft Download Center

Second Method

1. Login With your Administrator Account in your Windows Operating System.
2. Open Start Menu.
3. Click Run…
4. Type the following commands in the Run and press enter msiexec.exe /unregister
5. Now Here again type the following command in Run and press enter msiexec /regserver (if you run on a 64 bit system, type this command instead: %windir%\Syswow64\Msiexec /regserver)
6. You have completed this troubleshoot and restart the PC!
